I'm not sure if you found the dogs yet but, you do need rock smash. Then go to the tower with the girl standing in front of it in Ecruteak City. Go to the top left and destroy the rock. You'll have to fight a trainer. Go down one of the holes then and you'll find them. [by: PSF]

You get Espeon and Umbreon by making them very happy and leveling them up during the day or night. Make eevee love you as much as you can and then train it during the day for Espeon and night for Umbreon. [by: eevee]
jada- you get flash in bellsprout tower and the guy at the top once you beat him, he gives you HM05 (FLASH)
